Bakersfield grew in rings. The core around downtown, Westchester and Oleander filled in between the 1920s and the 1940s; the postwar boom pushed tracts out through La Cresta and East Bakersfield in the 1950s through the 1970s; and the big Southwest and Northwest expansions, Seven Oaks, Riverlakes and the subdivisions along Stockdale Highway, came in the 1990s through the 2010s. Each ring was plumbed with the material of its day, and each one fails in its own way.
What all of those neighborhoods share is Kern County ground: alkaline soils, shallow hardpan layers, and summers that bake the top few feet into something close to brick. Trenchless repair, which rebuilds or replaces the pipe from one or two small access points, has become the sensible default for most residential laterals in the city and for many of the oil-field and agricultural commercial properties on its edges.
What is under Bakersfield yards
The 1920s to 1940s homes in Westchester, Oleander and the older streets east of Chester Avenue were almost universally plumbed with vitrified clay pipe in short lengths, joined with mortar or tar. Those joints are where roots from camphor, elm, pepper and sycamore street trees get in, and where decades of slight ground movement have left offsets. Cast iron is common under the house itself in that era, and it tends to be scaled and thin at the bottom by now.
The 1950s through 1970s tracts of La Cresta and East Bakersfield used clay for most laterals, with some Orangeburg, a tar-impregnated fiber pipe, in the earliest postwar builds. Orangeburg ovalizes and blisters as it ages and is nearly always a full-replacement candidate. From the late 1970s on, and throughout Seven Oaks, Riverlakes and the Northwest, ABS plastic took over. ABS rarely fails along its length, but bad solvent-weld joints, crushed sections under driveways and sags from poor trench compaction do show up.
Matching the method to the problem

- Sectional point repair fits the single bad glue joint or short crushed section typical of ABS lines in the newer tracts.
- Spin-cast lining fits larger-diameter cast iron and the longer commercial laterals at oil-field yards, packing plants and shopping centers, where a centrifugally cast coating rebuilds the pipe wall from the inside.
A belly that holds water must be corrected before any liner goes in; lining cannot fix grade.
Permits, locating and inspections
Inside city limits, sewer work is permitted through the City of Bakersfield Building Division, with an encroachment permit if any excavation reaches the sidewalk or street. In Oildale and other unincorporated areas, Kern County Public Works issues the permit, and sewer service may run through the North of the River Sanitary District, East Niles Community Services District or another local district with its own connection rules.
